Maybe not at the beginning as they were pressured to do so.
But now that they’ve been together and spent time together and actually committed to each other, absolutely. They make each other a lot better. Craig has learned how to calm Tweak down and help him through his issues and Tweak in turn has helped Craig be more comfortable with his feelings and even smile more.
They balance each other out really well and work well as a couple. And I think even Trey and Matt have realized it too.

I've always thought it was funny that the most wholesome, functional, healthiest relationship in the entire show is the gay 9-year-olds who really only came out because the town lost their shit. That's the most South Park possible thing.

Creek started off as fake but then it turned into literally the best South Park ship and really one of the VERY few ones that aren’t toxic or abusive.

A cute detail in the Craig x Tweek episode is that Cartman's cupid can only change things when they aren't already happening. Basically when the cupid shot his arrow at Craig, Craig still suggested to break up in front of the school to get everyone off his back. But when he shot his arrow to Craig's dad, the dad immediately changed to be supportive of the relationship. The reason why we didn't we any change in Craig's behavior is because he was already in love with Tweek beforehand. And I think since Craig didn't go back to Tweek until his dad showed support makes me believe he only said he was straight because he was worried of how his father would take it.

I know you don't really cover the video games, but something I think is cool about Tweek and Craig is that in the Tweek x Craig episode they were both weirded out by the yaoi stuff, but by the events of The Fractured but Whole, they boys have not only embraced it, but even found a way to somehow weaponize it. That's some character development right there.

My view has always been that T+C aren't gay. But are "in a relationship" because people want them to be.
People can be in a close relationship without it being romantic. Asexual and Aromantic relationships exist. You can just be amazing friends. And to me, being forced into a relationship without your consent, you can either hate that person or form a relationship over this situation. That is quite literally an entire genre of romance novels, Arranged marriages that turn to real love.
I think it is possible they could be gay and formed that type of relationship in the future, they don't know they are gay, or at best closeted.
To me, the relationship is bad in the sense it was completely forced upon them.

I never liked it either. Forcing them in this way reminds me of a boyfriend I had. He was Indian and set up for an arranged marriage. He couldn't disappoint his parents and our relationship ended so he could be married. Fortunately, they developed a strong friendship but there is no real romance there. He encouraged her to have an affair just to get pregnant because he couldn't perform with her. It's sad knowing the truth.
Tweek and Craig are not gay. It's good that they have formed this relationship bond, but when they are older and looking for sexual partners, I am certain that their forced relationship is going to end up having significant baggage and inhibit their ability to form real intimate relationships. All these people cheering them on and say it's wholesome and not toxic are delusional. Because they never had a choice it is completely toxic.

I lean toward accepting them as a real-if-problematic couple for personal reasons. As a queer, it is really true to life that figuring out queer stuff as a kid in a world made for straights is HARD. You're told how you feel as it fits into a straight default, and that shit FESTERS. It wasn't until college that I realized a bunch of signs that signified same-sex crushes during my school years (jealously, fixation, possessiveness...) ... the sour parts likely because I had no idea what was happening until my feelings got loud. Enter TweekxCraig, thrown into the opposite end of that experience, and they also have things to swim upstream against because of that. But the fact that being a queer kid is confusing and carries way more pressure than an equivalent straight kid? Way too true. Stan and Wendy were a cute little crush couple as of Episode 1, in the 90s, but two gay kids in the 20-teens become a whole THING, both in canon and among the viewers, and that's kind of the point.

I kinda assumed that Tweek and Craig's relationship is pretty much like any mixed-sex pair of 9 year olds' "relationship" - i.e. it doesn't really matter whether they're physically attracted to each other, so it shouldn't really matter whether it's same-sex or not.
It is kinda weird that this was ever a 'ship though. Something I found out recently is that some people in the 'shipping world think that depicting an unrequited same-sex attraction is homophobic? And as a gay guy, that's just plain nuts.

As someone who had a scattershot view of South Park over the years, I have to say, my introduction to this ship could have not been more random. Memory serves, it was Fractured but Whole, and I think I was just "What...? OK, this is apparently a thing". Similar reaction to Princess Kenny (Didn't know Kenny was a Zelda fan, either).

Honestly, the main issue you have with the South Park fandom doesn’t surprise me. While many fandoms and communities are initially welcoming, some communities have a more collective opinion that says, “I’m right because I know I am, and anyone who doesn’t agree can go screw themselves.”

In most cartoons and anime 4th grade characters (9 - 10 year old age group) are written as more mature than real life.
Bart and Lisa Simpson are the same age group and have gone through mature situations as have the kids on old Nick show Hey Arnold.
Kids in Pokemon anime are literally traveling the world.
Even the kids on old ETV show Arthur (same age group) seemed more like teenagers at times.
So most people don't bat an eye at shippings and canon relationships of these characters

The episode is actually about parasocial relationships, how we, as a society, place far too much of ourselves into the media we consume. Not once, not even by Craig's father, are the feelings of the two boys actually considered, and even when they attempt to say their piece they are actively talked over, because their own orientation or personal feelings mean nothing compared to the town's head cannon. Moreover, when that head cannon actually gets challenged, everyone flies into an unrelenting depression that is only assuaged by the boys saying "JK, we were just kidding".
As to the ending, I think that the boys actually found a functional relationship, but not a romantic one, Tweek feels wanted and appreciated by Craig, and visa-versa, but, because of the situation, they're not allowed to explore the friendship on non-romantic terms.
