Pakistan's strategic problem with its policies is that it does not know how to balance between its allies who are hostile to each other!
For example: Saudi Arabia has relations with China and America/ Europe and Russia/ Pakistan and India/ Despite their hostility to each other, they all agree on dealing with the Saudis. Saudi Arabia’s support for Pakistan annoys India, but India does not dare stop Saudi Arabia. The relationship with China also annoys the Americans, who cross some red lines against Saudi Arabia, but the Saudis response was firm by threatening America with economic sanctions, which made America accept the new situation. In short, Pakistan must balance its relations between China and America/ Russia and America/ Saudi Arabia and Iran / according to the interests of the Pakistanis themselves.

A fact that would help: Gas and other fossil fuels from sanctioned countries such as Russia , Iran, Venezuela is always cheaper than other countries. There's a set price for fossil fuels in international market and the sanctioned nations lower their prices to get countries to be more interested and buy from them.

Multiple reasons but primary India has good relations with Russia, and if India had stopped buying then international price would have touched roof, that would have led to high inflation across world, India hardly used Russian oil for domestic use much of it was to resale refined petrol - diesel back to Europe and USA. So India acted like a contractor for 2 parties who don’t trade directly

Late last month, Muhammad Ali, Pakistan’s caretaker energy minister, said work on 80 kilometers (49 miles) of the pipeline that lies in the Pakistani territory would be carried out. Washington has opposed the project, dubbed peace pipeline, claiming it could violate the illegal sanctions that it has imposed on Tehran.
On Thursday, the spokeswoman to the Pakistani foreign minister said "the cabinet of Pakistan decided, a few days ago, to start work on 80 kilometers of Pakistan-Iran pipeline, and this is the beginning of construction of the pipeline and it is in conformity with our commitment to the Iran-Pakistan pipeline." And since this pipeline is being constructed inside Pakistani territory, we do not believe there is room for any objections by any third party at this stage," she added.
The $7.5-billion project for 2,775-kilometer (1,724 mi) pipeline has faced repeated delays since it was conceived in the 1990s to connect Iran’s giant South Pars gas field to consumers in energy-hungry Pakistan and India.
On February 23, Pakistan approved construction of part of the pipeline amid fears of a potential $18 billion penalty for failing to complete the project on time.
The project, launched in 2013, required Pakistan to finish the construction of the pipeline on its territory by the end of 2014.
