The issue with this jank version of the build is that it basically needs to get a Rotpriest to function. There are more competitive shells that can either turn into a more regular tempo deck if they don't get a Rotpriest, or run one or two other toxic creatures just in case you don't get that turn 1 Rotpriest.
Other cards that work here, for your Janky Consideration. Vesuvan Duplimancy (Single target spell makes a token of creature). Ivy, Gleeful Spelltheif (Single target spell makes copy of that spell, choice different target) Tamiyo's Safekeeping and Tyvar's Stand (Both gives Hexproof/Indestructible). If you have Vesuvan out with Rotpriest and Ivy. Tamiyo the Rotpriest, Makes a Copy and Ivy makes a copy of spell which triggers Rotpriest. Now you can use Croaking counterpart on Tokens, because they are not legendary. It can get out of control with hilarious results.
Occasional the dark lord's jank actually gets competitive adjacent. I'm playing a similar deck in historic Bo1 myself (though I could play it in explorer or possibly change it for standard; historic just has ths softest metagame) which is basically a Simic tempo deck (in the style of monoblue tempo), ideally putting Security Bypass (can't be blocked if attacking alone) on a Rotpriest or Fynn the Fanglord.
I'm hearing Rotpriest isn't doing good in standard, because they say if you don't get him, you just lose. Yeah, but if you get him, you just win, and it's quite easy to design your deck so that you usually get him. I can't believe he's not dominating standard. The card is just insane, let alone stupid.
It absolutely would, but Mutate is bad in general and the mana you spend to cast your Mutate cards means you can't protect your Rotpriest properly. And so, it might die with your entire stack.

Monoblack gotta live a little bit under a Rock, given all the genious discoveries he made were already uncovered by the community before the set launched and this kinda being just a more gimmicy poison ivy list

The better version of this deck (with Ivy and Drake) has a 44% winrate in Bronze; it has a below 40% winrate in Plat+. It's not good enough to be competitive, let alone see a ban.
You shouldn't be playing Prologue to Phyresis in a deck with Rotpriest. You should instead play those 1 mana green and blue spells that protect Rotpriest. You're slipping a little bit here, Dark Lord 😱

The fact that a ONE DROP can cause this many problems is just ridiculous. Once enough packs sell I hope to god this gets banned. If it drops on turn one and your opponent doesn’t have removal and you have 2 cmc protection, your opponent is already 3/10 dead if they don’t have non-targeting removal. It’s ability is incredibly strong on its own, especially in the early game. Not only that, but it itself gets toxic, so it will keep adding poison if not dealt with. It offers a way to give poison without even having to land hits, allowing you to start proliferating earlier, and it’s a ONE DROP. And they must have thought it was pretty underpowered with a keyword and an ability that triggers when EITHER PLAYER targets it and both effectively do a proliferatable shock to the opponent for free because they gave it an extra toughness to make sure it works as a cheap token blocker too on those rare cases. Oh and it’s not legendary, so it’s effect stacks because it also happens to trigger when ANY OF YOUR CREATURES ARE TARGETED! Reminder, this can be played on TURN ONE with a FOREST.

Yes, mutate is still a target spell
It absolutely would, but Mutate is bad in general and the mana you spend to cast your Mutate cards means you can't protect your Rotpriest properly. And so, it might die with your entire stack.
