If you want to apply for OCI in India, you need to have Apostille signature in birth certificate. In USA, just birth certificate is enough. If you’re already in India and don’t have Apostille signature, I think there are private offices who offer services to get Apostille. We need to send birth certificate to US and get it.

Honestly non IT jobs are not easier to get in USA for Indians (or any other foreigners). However you can try do some masters in US which will give you enough time to find a job in US. You may need to go for educational loan. Please understand that it will be bit costly ( I am from a middle class family and know the pain). But eventually will yield a great return if you stay focused and ready to work hard.

This is evident with the numerous RFEs that IT folks receive off late. However, if you compare this with folks in the civil engineering industry, it is very less. Availability of skilled labor is less. While the companies sponsoring folks are less, students graduating from these programs are able to find jobs faster than IT folks. From my experience, my civil engineering friends were pretty successful during their job search
We came USA in H1B visa If you are asking me education it depends... cost wise india is better ..in usa schooling is free here wheres college is very costly But the education they will give is more quality than us in some subjects.. if you are taking mathematics i am feeling india is better
