As per the NMC criteria there is no need of experience but most of the hospitals are recruiting candidates with minimum 6 to 1 year experience because lots of applicants.. Anyway 2nd check with reliable agency...
I can suggest you one more thing.... by the time she prepare for IELTS / OET, she can join in some hospital so that when she appear for the interview she can tell them the same.

As far as I know, it's not mandatory..... anyway you need to 2 nd check with agency as well.... S S L.C cerificate is fine..
