I have an idea they did not mix asbestos into the plaster like what was common practice in the USA. I don’t know for sure this is the case. But the Italian builders seem to use cleaner materials.
If you are trying to achieve an exposed stone wall, you can limit yourself to exposing the stone, you need to shave it, clean it, fill all the joints and then treat it with a stone sealant. Not big issues with asbestos in this type of properties 🙏 And yes, you do need a permit
