bkedp, its like raising the soil line or building a landscape wall around the tree's root flair because the roots utilize it for growing, but are limited to that raised area of mulch or soil. Thus they wrap around it. I guess its the same as "volcano mulching". I think it would not happen if you just keep the mulch from up against the trunk. I am just learning all about it myself too.
Wow, nice video! I knew they were bad for the tree but did not know how to remove them correctly. Imagine, I can now save probably 20 trees per block because every stupid landscaping service thinks this is pretty. Yeah, pretty dumb!

Can you do this one an old 20 year old tree and possibly save the tree?

Very likely, you might have to remove as much as the cut root as you can otherwise you will have suckers come next season.
