Its going slow because valve gates need to slowly relese water because if it opens quickly, it will cause a surge whick compresses the water and pushes it back which it can cause the pipe,penstock,etc to rupture so it has to open slowy,.
I can't even see the entire structure of this barrier. And the rest of the built structure is probably hidden in the land. I've never seen one this massive.

After 16 (VERY slow warnings) warnings and 24 (VERY loud) syrens, the action starts at 2:40. The syren will stop Dec 22, 2024.

No it isn't, but after trying to empty the reservoir with buckets for three days they gave up and now using the 4.5 meter wide hanging doors.
