Pattern Review Rant: Let's chat about what is promised in a pattern and how to leave a "good" review

Recently I saw a review on another designer's Etsy account that floored me. We don't have to put tutorials in our patterns. I put them in mine to make sure that everyone can complete my patterns, but they're not required.
Also, a quick search of my site, or any designer's owned media in general will likely give you the information you need to understand and complete the project.
Lastly: what's in a good review and how to leave one - even if the pattern is bad. IE how to leave a constructive review that benefits everyone - even the designer.
