He probably didn't do it to avoid clearing the sample and consequently to avoid getting sued. Producers (especially 90s ones) often didn't reveal their sample sources for exactly this reason. Listen to DJ Premier's outro in Gang Starr's 'Royalty', what he talks about is 'sample snitching'.

Who said that looping isn't cool, that it has to be chopped? A great majority of amazing material from the 90's was straight loops, added bass or filtered bass from the loop, drums (drum loops or original drum patterns) horns sprinkled in, and incredible lyrics. Yes, this defined boom bap and I'll take it any day over today's hip hop. Blessings!

There was no such thing as time stretch back then, so pitching down a sample would mean slowing it down as well..
