Same debate happened in India also that bcci does not receive government funds because they were fighting maybe still fighting to not get merged in Indian sports federation(like hockey, football etc) which comes in government umbrella. And government's claim was that the stadium or field used by BCCI is state or government's property hence they are actually dependent on government. That also a reason for bcci to not send its team in asian games or Olympics or commonwealth games.

The proposition that PCB is not funded by Govt Tqx per money is incorrect … in fact all cricket boards main revenue is advertising ( television and streaming ) and in stadia advertising & ticket collections which is essentially monies paid by a Tax payer after paying his or her usual taxes … even the 38 Mn USD paid by ICC is indirectly tax payers money being funded back into cricket but as is the case is most sub continent sports bodies the monies are usually flushed back into the pockets of vested govt or quasi govt employees and in case of PCB are x establishment folks … I think this is the easiest way to take monies away from accountable entities and move it to foreign accounts …
PCB just like BCCI is a private company. They dont use tax paper money legally. I know india doesn't use tax payer money. Also how much taxes do you think Pakistanis pay?
PIA is a corporation. PCB is an independent body but unfortunately Chairman PCB is appointed by Prime Minister. Also you can do 2 jobs between 9 to 5 but only if you are brother in law and most favorite tout of incumbent Chief of Army Staff.
