I didn’t think it was legal to have wild steelies out of the water before being released. Or banging around the bottom of a boat before being released. Am I wrong?

Those fish are on quinault Rez most likely hatchery, they do not clip the adipose fin. I do not think the standard rules apply on the Rez.
