According to an old story, when the US asked the British to join with the Australians and NZ in sending troops to Vietnam, the Brits refused. The Pentagon said that Vietnam was strategically important. The British reply was that if Vietnam was strategically important we wouldn't have let the French grab it.

French ran the "Regie de l'Opium" which was established as soon as French occupied Vietnam in 19th Century. The "Regie de l'Opium" established French monopoly on opium trade all over Indochina. The Opium refinery was established in Saigon. Opium taxes accounted for up to 30% of Indochina Budget. It was only in 1946 that French "Regie de l'Opium" was closed after the UN and he US put France under pressure: Marshal Plan aid would only be provided to France once the Opium trade would be stopped in her colonies. In 1947, the French converted the 2,000 Opium dens in "De-intoxication Clinics". After 1947, Opium Trade went under-ground and was controlled by French Service secrets in connection with Mafia Corsican gangs. After French defeat at Dien Bien Phu and French departure from Indochina, the profitable Opium/Narcotic trade was redirected to the US using the infrastructure established in Indochina: this led to the "French Connection", where gang members were former French secret service (SDECE) operatives.

Karnow in his book on the history of Vietnam wrote, “The French colonial administration organized the opium traffic in order to raise revenues, and the operation was highly successful.” He also wrote that “Paul Doumer, the French governor-general of Indochina around the turn of the century, put the possession on a paying basis by exploiting its resources.” I guess the French couldn’t make enough money so they got into the drug trade. These French were our allies in WWI and WWII. French actions in Vietnam and other of its colonies gives credence to Germany’s loathing of the French. If one judges France by its international actions one has to conclude that it was a run by greedy and ruthless people.

There is a very good book in French (this is a simplified version of a 1992 PhD Dissertation): "Quand l'opium finançait la colonisation en Indochine: L'élaboration de la régie générale de l'opium, 1860 à 1914". Her author is Chantal Descours-Gatin wrote the book with her PhD material. Her book details the way the French turned local population into addicts to acquire land and distribute it to the French settlers. There were 2 French monopolies, Regie de l'opium and monopoly on alcohol (private monopoly granted by the French administration to Fontane company). French practiced forced alcohol selling, Vietnamese members, families of each administrative unit had to buy a certified amount of alcohol, if the quota of purchase was not reached, Vietnamese had to pay fines, if the fines cannot be paid, the French confiscated the land. The alcohol monopoly was the other way to confiscate land. All these rules were imposed to whole Indochina: Vietnam, Laos, Cambodia. The French established "indigenous" passports, without these passport natives could no even travel in their own countries: these passports were established in all French colonies in Asia and Africa. The German got their examples from the colonial powers who abused non-European people in their respective colonies.Indochina was called the "Perl of the empire" because of exploitation of all the resources at the self reliance of the French colonial administration in Indochina enforced by abuses, including human rights abuses.
