This is a Russian March! He played in Russia in the early 18th century. It was made by an unknown composer from Russia for the newly created Preobrazhensky regiment!
Yes, it says so in the desciprtion of the video. Nothing in the video or description at all claims that it isn't Russian. The description explains the history of the march and how it came to be used in Germany. Everyone is well aware of the origins of the march. Only the title is in German, but it still says it is of the Preobrazhensky regiment.
