That is definitely still attack. It stops every half rotation which is normal for these. Not sure what was going on at the beginning of the signal though
Wisconsin Sirens & Signals there is another video of this exact siren doing a normal attack signal, which is a 1/3 turn... this one seems to do what it wants on attack. I only said fire because the intervals are longer than normal
I recorded this exact same siren in December of 2015 and the attack cycles were normal. Ever since the county pgrades, this P-50 accidentally got programmed to not shut off after a minute of alert, as well as do longer cycles of attack. I only wonder now if any of the other sirens in the county have this same issue.

Fire is used for fire calls or fire call tests attack is used for bomb threats or tornado warnings

So it covers as much location with the chopper at full power.
its because the chopper shares a motor with the rotator, so when the chopper stops the rotation stops
