Problem is, usually there is only one pipe coming from overhead tank which supplies water to both the floors, so when ground floor uses water then first floor doesn't get water at all.
Solution is to install a valve to control water supply to ground floor, so that at least some capacity remains for first floor.

Instead of this. Here is the better solution and tested. See Instead of using this wall you should use a Reducer Under the T. of the Upper Floor. What does this Reducer Do is it equalize the water pressure for both floors.

It's okay Man But why don't you go for a separate lines from the tank to both floor??? Why

It will need proper plan and puting new lines takes more works and others.

For two houses it's fine, but take an apartment of 5- 10 floor

This is not right solution to the problem
It's always better to hv separate down take line for top floor
In apartment or two storied building the method of water supply remain same
Pressure at lower floor toilet more and less at top most floor
It's always better plumbing practice to hv separate water supply down take for top most floor

Yes, what you mentioned is an ideal procedure. What I mentioned is a workaround.
Ideal solution is costlier, requires plumber and overall more work.
Default outlet of plastic overhead tank is just 2 inches. That means it can accommodate only 2 lines of 1 inch each.
So if 2 lines are already used, taking a third line is kind of a nightmare. You need very skilled plumber to create new outlet from overhand tank by drilling new hole.
