It's also a way to discreetly get ships into Europe in case war broke out and they had to blockade the entire content. Still American Barrels (tanks) should give Italy the Edge.
It'd be cool if you showed "War wearness" as in, how much the country wants to participate in the war. The higher it is, the less people want to be in the war
