If anyone has mods in their game and this happens then the mod has severely corrupted your game. I had to delete *all* mods, repair my game, and then reinstall all of my games for the sims 4. If anyone suspects this is their issue my advice is to not install any mods or cc older than this year, that goes for the future as well. It is a huge hassle to go through.
Y'all the easy way to do this is delete sims 4 and install it again but (B4 you install go to document>Electric Art>sims 4> then then place your mods folder on desktop screen if you have mods then take out your saved folder and put it on desktop if you want your saved households. Then u just try install sims 4 and wait basically:)

As of April 25, 2022, this hack still works. Unfortunately, I didn't discover it until after I had already uninstalled the Sims 4 and tried reinstalling (which did not work, btw). Lost all my save files...oh well 😥😂
