Simple. If you vote for steve and nobody else did and there is no winner meeting the threshold, they will take your vote and apply it to your second choice. It's a system that tries to compromise.
You choose the people... so if you like a Longshot candidate you can make them #1, then you can make your #2 someone who might win. But this allows if enough people like the Longshot they could win without having to fear that you're wasting a vote.
