Hi, there is no fuel filter on this model. If there was they are usually fitted on the fuel line just before the carburettor, but they dont often need changing as the fuel should be pretty clean. End of season try adding briggs and Stratton fuel additive to keep any remaining fuel in the tank from going off. Hope this helps 👍
Personally if it is new then it is still under warranty so i would take it back to the dealer who sold it and have it looked at. Most hayters come with a five year warranty
I like to spray a little wd40 on the underside to help stop grass sticking, doesn't last long but it can get me an extra couple of cuts without having to clean the deck

Any regular lawnmower oil will do and should be a light straw colour. not black

I usually just buy the whole service kit for the harrier 48. Quick search on any shopping platform and you'll find the kit 👍
