It is call Pointing and calling, and this method is to keep driver awareness of everything like signals etc. Conductor has to speak out everything related to the train operation such as Green light, speed limitation. There are researches in Japan point out that using Pointing and calling can greatly reduce possibility of accident.
+aryo bray it is literal "block" all right, meaning the next block is clear to go. It is a safety requirement that driver must exercise "Point and call" and this "Block All Right" is one of them, when they see a green light ahead.

這班應該是試營運的5406次,和當年7月底的5406次,真的是有差.當年7月底的5406次,是連玉里站都不停靠,花蓮站臨停換機班車班,交會411次之後,就一路直開到鹿野站停5到7分鐘,再交會303次.
