I live in Switzerland and have my Bouguinvillea on my balcony, facing south. If I wrap the pot, and halfway up the plant, so that the roots dont freeze, will that be enough or should I take the plant inside? The temperature inside is around 70F or 20C.

You cut off the part about too much watering. Also i couldn't understand the last 4 words before you cut off. You said too much watering will cause "'something something" what will it cause?
It grows well if its roots are pot-bound, that is crowded in pot. Too much water may drop new buds and thorn will develop in its place.
