In india if u go to school u are taught english and u definitely have an accent but if an indian cannot speak english properly then u can guess that they haven't been to school because every proper school in india does focus on english ...and english is as imp as hindi in india both are the official language
Whereas outside india people are not taught hindi so if its there first time speaking it or maybe 100th time its fine to get to hear this accent.
