This is a good reason to not always pick the quick option, such as dialogue checks. Sometimes you get to see a further expansion of the quest you'd normally skip with a single line of dialogue.
I always just do it by stealing the ledger from Caesar's tent that chronicles all the tribes he allied with then betrayed and then pass a speech check with Papa Khan, which gets you the same ending.
Even my pro NCR playthrough always picks the Great Khans should follow their own path. And have the Vault Powder Gangers (under Philip Lem) join them. The Great Khans as a whole, aren't terrible people and even Boone regrets what happened. (Meanwhile, Caesar's Legion deserves all the extremism to them. Off every leader, including Caesar and Lanius. Violence is all the Legion knows)
The Khans in NV are hardly the same as the ones from the 1st and 2nd game. They've been beaten several times by the protagonists of the first two games and then got chased out of California by the NCR and then Bitter Springs happened, they're no longer the large raider gang they used to be, they're small, demoralised and broken, but if given the chance, they might just make something of themselves and according to the ending slide they reconnect with the Followers so that is very likely. They certainly won't be a peaceful faction by any means but definitely not raiders or drugdealers
I need to have Lem join the great khans next run. Only done that once i think (ofc after over 100 runs i cant remember how many times ive done some rare stuff so maybe ive done it twice or three times)
Usually after playing Fallout 76 with some friends i only play Fallout new vegas, can't play Fallout 3 and 4, they are just not fun to play anymore except if you have 1 intelligence and just spam the word superior gameplay or superior green colors, the modders especially have created amazing mods for Fallout new vegas which could put Bethesda at shame, if they have any at all cause with Starfield's case i don't think they have any.
I genuinely didn't know about this, goddamn this game has so many hidden shit that it still surprises me to this day.

I think this is the best option for Great Khans, they get their time to shine.
