yes, both scm and scalenes will compensate for weak deep neck flexors so you want them strong

I do not like that the band puts apressure on the e C 7 area it pishes actually the s.p of the c7 towered anterior. I dont believe in resistence that involves the direct pressure on the cervical vertebra which are so small actually. I agree with the explanation.
there is no problem to put a scarf or something on your skin of the neck. or a slightly put it higher I think...no compressing....you just need a smooth chin tuck to activate deep flexors not massive chin tuck to activate usually tight SCM

CONSTANT NECK SHOULDER ,AND SHOULDER BLADE PAIN W CONSTANT STIFFNESS,GOING ON 2 YRS...RIGHT SIDE FEELS STUCK IN BACK FROM TOP OF BLADE/NECK TO HIP! SCAPULA WINGING ON RIGHT,ROTATED SCAPULA ON LEFT..FACE PAIN ON SIDES OF NOSE,JAW,EYES TOP OF HEAD. 2 -P/T N ONE CHIRO LATER. STILL DEALING W IT NO BETTER...ON 3 RD P/T GETTING A LIL HOPEFUL AS ITS A TEAM OF PEOPLE,SO I HAVE 3 WORKING ON KNOTS ,TRIGGER POINTS FOR THE 1ST TIME, 4 SESSIONS IN, N WHILE ITS AWESOME WHILE THERE,NO RELIEIF WHEN HOME. DO YOU THINK THIS WOULD HELP

why are we protracting in this particular exercise again? what are we looking to activate?
If done properly without winging the scapulas nor elevating them, you will activate mainly the serratus anterior among many others
