One of my viewers requested when I get to this Psycho in Off The Record if I could do a video of it, and here it be :D
I was a little sceptical if it was actually Adam's brother and not just another clown psycho, but it actually is! (he mentions his brother being killed by a photographer) So it looks like Mr West has his own version of the Gruber family! :D
I also thought I'd upload it as Ryan is actually an all-new psychopath in Dead Rising so there is new content in the game and not just a copypasta of Frank in Chuck's shoes.
I've also left the gameplay footage in this time as Ryan is piss easy to beat, especially if you tag a long a survivor with you. Give them a shotgun each and they'll annihilate any psycho in seconds. I beat the one with the shank in the toilets in less than 20 seconds with one!

If you thought Luigi was always in his brothers shadow look at Evan everyone LOVES Adam but no one loves Evan why? do they think he's a rip off of Adam? no, he may be a clown like Adam but they are very different:
1. Adam was tall, Evan was short
2. Evan uses Ranged weapons, while Adam uses melee weapons
3. Adam was about fire, Evan was about ice
4. Adam was an entertainer, while Evan was a sales man
5. Evan called Frank a "young man" while Adam called Frank "gramps"
I know Evan wasn't as scary or insane a his brother but he's still pretty cool (no pun intended) his weapons are pretty bad ass and here's a quick fun fact: after Evan loses his stilts he becomes alot faster so fast he's actually the FASTEST psychopath in the ENTIRE Dead Rising series (aside from Snowflake, but he's a tiger so you know)

Carl, Slappy, and Evan all have one thing in common. They don't pose a threat to any other survivors than the player, and they're Psychopaths because they've explicitly seeked the player in the first place.

I feel like if Evan was in the first game he’d be a psychopath similar to the one who you can save in dead rising 1. He’s initially attack Chuck for being the guy who started all this, but would become not hostile after you take him down off of his stilts, after you get an opportunity to tell him about Katey and try to explain that he didn’t do it. In the house, he’d give out full healing ice cream or a single freeze bomb when you enter the safe house.
He can be a savable survivor instead. Rescuing him rewards Chuck the snow canon combo card.
Why is his sister not in DR3 ?
I was hoping that too. My only guess was because she didn't fit in with the "seven deadly sins" motif of the psychopaths in DR3, that and you're not playing as Frank West. So she might be in it if they do an alternate DR3 again, like with Off the Record.

***** To its credit, she could've fit wrath, BUUUUT the joke in using Evan wasn't him being a dwarf or psycho or even a clown, but the idea of there being someone Frank West affected after Willamette, with his mandatory actions.
Again, specifically Frank West. So I'd like to think "Off The Record" would sort of be a non-canon "Frank West" universe. As a result, Evan wasn't in DR II, but he was in Off The Record. Also, Nick would likely be a boss-psychopath, like Chuck was in DR2:OTR.
If there IS a 'sister' in a future version of DR3, I really hope they go with what's essentially 'left', given all the "Character types" they used for their psychos: Bubbly, hot, aaaaand... chirpy, annoying voice.

This is why Dead Rising is so awesome, these are actually psychotic people! They take the meaning of "psycho" to the real level. Even though most psycho's may be comedic boss battle's, there are some that are serious. They all got something f*cked in their head due to their situation. Like Slappy, his girl died, so he became a psycho. Chef Antoine is just plain psychotic. The Vietnam vet from DR1, his daughter and granddaughter were killed, so he got psycho. These fights never get old!

When Evan said "We all scream for ice cream", he reminded me that horror movie in which an ice cream selling clown was murdered by a group of children and his ghost seeks vengeance by killing children who want to buy ice cream from him. He's travelling with his ghost ice cream van and lures the children to it. Ironically tha movie's name is also "We all scream for ice cream".
