For some reason instant replay somehow wasn’t implemented into the game when it probably could have.He even apologized to Galarraga. Actually, the base ump can request help from (or roll off the call) to the plate ump if for whatever reason he is blocked or can't see the play. Sometimes its being blocked or being at the wrong angle. It happens and its always good to have two pairs of eyes. While it is correct that it is the base umps responsibility to make the call, base umps can and do roll off the call to the plate ump in 2 man systems.

The whole point of ANY umpiring system is that each ump will have an area of responsibility in any given situation. There is no such thing as "rolling off the call". In any play it is the duty of the responsible ump to MAKE THE CALL. Now, if he is unsure of his call, he can call time and ask for help from other umps and then can change the call if he chooses. But the point is that he MUST make the call at the time.... after all, play may be continuing and that play is depending on the outcome of that call. Also (with other runners on base), the other umps are looking at their own areas and (if they are doing their jobs right) likely will not even have seen the play in question. The ONLY time that what you say might have some validity is when no other runners are on base.... for instance a simple play at first. But even THEN the ump MUST make the call right away. What if the runner wants to try for second base? Is he supposed to stand around and wait while the ump "rolls of the call" and confers with the plate ump? In this situation (a simple call at first), the ump MUST make the call right away. The umps will have a prearranged signal that can be given if a secondary ump feels like he saw something that the primary ump did not (a pulled foot at first is a good example). After the play is over, that signal might be given and the umps might confer and the primary ump then needs to choose whether to change is own call or not.
Interesting..... I've never seen an ump simply not make a call and the umps assn I belong to would fry someone for doing that. As I said, what he needs to do is take his best shot at it and then look to his partners to see if they have anything else to contribute.
