Not Malaysians and Indonesians, who are the cousins to Filipinos and Bangsamoro people. They are a little different from us. and about Abu Sayyaf, they are called "khawarij" (=outside the pale of Islam) by the local ulama, so people treat them now as bandits. They're not welcome anywhere in Bangsamoro and the rest of the Philippines. Tawi-Tawi/Sibutu and Sulu was cleaned out of jihadists like Abu Sayyaf during the last presidency of Duterte. I don't know about Sabah though, I remember Malaysian govt low-key funded ASG to cause trouble in Sulu and Mindanao so that financial investment would flow to Malaysia instead if Philippines, they did this for over 30 years and Malaysia grew rich from it. Many people from Tawi Tawi go between Manila and Sabah for trade (i.e. Shopee and Lazada store items or in the local street markets in places like Baclaran in Manila or Zamboanga, and Semporna and Sandakan in Sabah).
