I disagree. Many people consider his as the most sanity and interesting Splicer in "Bioshock". He admired Jack for his "artistic" activities, helped him push Ryan down and did not attack him when he appeared like Peach Wilkins did. He even apologised Jack for his anger after he almost completed his The Quadtych and invited him to see Splicer's dance in his apartment. Honestly, I am starting to believe, killing him is not a good idea - one modification from "Power to the People" could be uncredited (lesser amunition usage in Chemical Thrower) and his Muse Box doesn't have any special equipment. I wish he appeared in a sequel, maybe as a failed Lamb's experiment instead of Axel the Great.
