The box will unmark you from your opponent's radar. So if you are marked by an NPC or your opponent, the mark will appear where the box is in their FOV
I don't think it's so much about the level but whether you find the Legendary Gunsmith, who you get from side missions. I can't remember how to get him, but there are YT videos that show you how
