I worked in day care for years. Buy a cheap plastic table cloth for the floor when he does messy play then fold it in half and dump the mess in the trash can after he's done.

With the beans you can use a spoon and have him pass the beans from one bucket to another, you can also play with pompoms and tweezers, divide them by colors

Jaxton really loves his baby sister I love it when he was on the play slide and he said cheese cuz he knows you take pictures from your phone he is a very hyper toddler my son was that age is now 42 send a huge amount of love hugs and prayers always♥♥♥♥♥♥🙏🙏🙏🙏🙏

I used to help a friend with her daycare, and one activity we did all the time (and the kiddos favorite) was playing with shaving cream.
When he gets older there's a place in New Jersey called digger land it's a total construction truck park where he can ride them
It will help with messiness if you put things in a deeper tub. He can play with it on the floor on his knees. You can put a cheap plastic tablecloth under it and shake it off outside. Also, kinetic sand makes great molds for sandcastles,etc. It is fun for them to make those. A rolling pin and cookie cutters for play doh is great. Maybe some construction theme cookie cutters? Play doh also makes activity mats which are great.
Look up colored rice sorting or make different sensory beans where he has to dig through for different stuff dinosaurs, cars etc
