OUS Shirou would most likely realize he'll need to use Triple Linked Crane Wings like in Sparks Liner High. Difference is OUS Shirou won't die in the process unlike HF Shirou.
He'd lose probably, he can't keep up with Salter's insane mana burst and excaliblasting that she does with every swing. Decent fight maybe, maybe pulls out a win if he has Miyu's mana and the Archer card giving access to CG EMIYA's skill and experience.

Excalibur is a weapon remember even tho its a Noble Phantasm its still a weapon but for some cases here.. as you can see some of them in this video have a power to recreate a copy of a weapon/noble phantasm or something like Kalied liner Illya cases (spoiler) and there is also a real King Arthur here so its not suprising for him for also using Excalibur.
