I've always interpreted this as being that the character is "queer" which is why they have been thrown out of their house by their family, and just finding the first "someone" to be with, such as the "and in the darkened underpass I thought Oh, God my chance has come at last, but then a strange fear gripped me and I just couldn't ask". They were in the car and wanted to make a move, but felt that they couldn't. Anyhoo, as a queer man growing up back in the day, it really resonated! People can say whatever they want about Morrissey, but should never downplay his ability to make people feel seen through his music with The Smiths.
