I don't know why everyone thinks aligning the outer edges of the pulleys does anything. If the outer edge of the pulleys are not the same thickness, this method does not work, which I find to be in most cases. This is why I can never use laser alignment tools.
The groove dimensions are based on ARPM standards, and there are specified dimensions for groove root from the sheave face. So even if they are potentially different, the root is specified to be the same distance, thus aligning from the sheave face would align the grooves, if they are the same groove profile.
