I've balanced it with some notes, for example if you have a choice of mikoto Vs Dylan for PvE, pick Dylan. If you have to choose for PvP between Ada and Dylan, pick Ada. The ranking is a balance of PvE and PvP for all the heroes

Nice vid mate In newer states, was it worth getting Ada to lvl 4 without her skill? They don't have limitless yet and I'm not really sure it is wise for players to drop money into the gachapon just to stack her frags for upgrading her skills while waiting for limitless to arrive to their state. Also, they don't know how many frags they should save up and which skills they should save up for. At least, most of the people in my Alliance don't even know what a limitless hero is lol
For newer states Roxy will surely outperform Ada for a significant period of time. So collecting Ada fragments over a longer period of time will be better. Most low to mid spenders would generally prefer to get in game rewards so Dylan will reign supreme in PvE and Tweak continues to be used in trap.

How is Dylan in Trap vs Mikoto?
So in new states these ranks still apply?
