That's true, but the reason it's possible is that as you take each step a new step becomes possible that wasn't possible before... It might not be very obvious in this video but in my longer one you can see how I went about solving it. It took me about 2 hours though... :-)

That looks like it would be really frustrating to solve without some hints. There’s no visible signs of progress.
