Hosting a VNL tournament doesn't necessarily mean that the host country should have a participating team. To my knowledge, the host country must submit a bid. The tournament is a display of volleyball prowess by each team but where it will be held is simply a business decision. The league needs money for the prizes, in which the champion will receive a cool one million dollars. Hope this answers your query. Thanks.
Filipinos love Japan team and the organizer brought VNL to the Philippines back in 2022 for trial I guess and it was successful and profitable so they extended the hosting rights until this year.
