Scaling and/or Disabling Core Parking is the most people will see benefits from when something is CPU Bound. GPU bound tasks (games but not 100% VR as most platforms are more CPU bound than GPU Bound) your best at most letting nvidia's thing do its magic or using MSI Afterburner to manually tune clocks/power limits/fan speed and even then Only! when you know what your doing, and have done your research and outweighed the risks, as increasing GPU Voltages/clocks if you dont know what your doing, can kill your card. (overclocking adds unnecessary stress for very little gain in alot of cases and shorts the lifespan of the card. and if you haveto underclock a card for say "making it stable." generally means its not going to live much longer and needs replacing.)

EAC simply doesn't work at all sometimes. Playing apex for months, then suddenly getting EAC kicked one day. Turns out the way I set up my system EAC didn't have permission to initialize.

It's bad. It's a "malware". The only thing you can optimise about windows is stopping programs and services running in background when you don't need them. The only "tool" that can help you do that semi-auto, it's Chris Titus's collection of scripts. Everything else that's non-commented/closed source, will destroy your computer or worse.
I haven't used Hone personally but I have been around tweaking Windows for 10 years now. Most of it is your generic tweaks, QoL changes etc. The only real gains you can get are from disabling security / defender, unless your PC is a potato (ie a 2500k with 8GB RAM). I wouldn't touch any non open-source scripts, let alone an electron app, particularly smothered with ads.

Some red flags was the fact it was made by overwolf also the sending interrupts directly to cpu was pretty sus if you want good fps in games maybe use Linux
The only thing that actually works for me is disabling gamebar and removing all the useless apps. If i do much of anything else i might gain 2 fps but system will start having random jitters, stutters or just freeze for 1 second doing the first method is completely smooth all the time. All these fps boost guides = scam and stutters. These supposed fps guides do not do anything the only thing that might help is getting win 10 ltsc iot.

kvm with libvirt. I patch qemu to remove obvious VM traces, pass through smbios, and some secret sauce in the kernel to bypass detection.

It's legit, just don't expect multiple compatibility layers running on top of a translator/emulator inside a restrictive sandbox to do any miracles.

LTSC doesn't really need that much debloating. The only two things you can do is to reduce the amount of telemetry that is sent and uninstall Edge.
