In the uk classics over 40yrs old are exempt from mot testing , but even if the vehicle is younger and needs testing every year, you can pretty much put any parts on it you choose, and customise to any degree,providing the safety regulation aspects are adhered to and the vehicle is legal

In Canada your vehicle undergoes an inspection when it is registered (and the registration is just for the frame number and not the engine number). Once you are through that you can basically do anything you want and you are more likely restricted by your insurance company as oppose to the provincial authorities.
You could, in concept be pulled over for a noise infraction (or even a safety if the police officer has suspicions), but with all the loud Harleys there is little risk of a Vespa being pulled over.
So when I saw the inspection in your video I gained appreciation for the hurdles you folks in Germany must go through and the importance of a documented and matched solution.
