4h will it be okey if you could clear your immigration at the Narita airport very fast. But please keep in your mind that Haneda airport you have to Check-in your luggage and counter usually close 1h prior to the flight departure.

I am not sure. But both airports I traveled to many times and the airports are in different places in Tokyo city. In your case you can use taxi or bus and you have to come out from the airport to get a transport. So I assume you need a transit visa. Please check Japan immigration website and Narita airport website.

Are you sure layover is 4 hours? can you manage Narita to Haneda airport within 4h ? It will be tough brother. Sometime Narita airport immigration is very busy. @@akshayjoshi1719
