same reason the rest of them are there. It might be an ornament, but somebody loved it enough to make it part of the memorial. What's better? Throwing it away in the trash or burning him like in a cremation? Im kind of surprised a Buddha is in there, but again, better to burn than throw in the garbage.

Umm why is okiku doll there but shes scary her hair grows everyday and kinda super scary
Those are actually called ichimatsu dolls. Okiku is only one these types of dolls. The rest are very cute and beautiful
