TANZANIA: US PRESIDENT BILL CLINTON ARRIVES 1

President Clinton has arrived in Tanzania to help Nelson Mandela's faltering efforts to end seven years of ethnic warfare in Burundi that has killed more than 200,000 people.
After two days of trying to bolster a 15-month-old democracy in Nigeria, Africa's most populous nation, Clinton flew to Tanzania, where Mandela and other mediators have tried for weeks to craft a Burundi cease-fire.
The former South African president had hoped Clinton could join 12 African leaders in witnessing a peace agreement between Burundi's Tutsi-controlled government and Hutu rebels.
President Clinton and his daughter Chelsea were greeted by Tanzanian President Benjamin Mkapa and tribal dancers before both leaders immediately went into private talks.
Clinton arrived to find talks over the situation in Burundi in apparent disarray.
Burundi's president had demanded last-minute changes to a power-sharing agreement that was supposed to be signed on Monday.
Although the nature of the changes is not clear, reports suggest that negotiators are now aiming for a scaled-down agreement, rather than none at all.
Clinton later met with former South African President Nelson Mandela in hopes that they could come up with a way to salvage the situation.
The administration, noting that some rebel groups have not come to the negotiating table, are declining to connect Clinton's visit to a signing ceremony.
Instead his arrival is seen as a show of support for Mandela.
