Wendell Harrison Distinguished Service Professor in Political Science and Co-director of the Program on International Security Policy at the University of Chicago, assesses the causes of the present Ukraine crisis, the best way to end it, and its consequences for all of the main actors. A key assumption is that in order to come up with the optimum plan for ending the crisis, it is essential to know what caused the crisis. Regarding the all-important question of causes, the key issue is whether Russia or the West bears primary responsibility.

      I can easily tell you why it's not the same. Could you give me the date of the last time that the United States of America invaded Canada or Mexico, please? Cause I can give you an exact date of the last time that russia invaded and occupied its neighbours. I can provide you with quite a few of those dates actually. Will never understand how this elephant in the room is overlooked so many times when talking about the russian imperialism issue.

      I don't deny Russian imperialism. Its clear they are an empire. The problem is that what is overlooked is the history of Western imperialism and intervention in Russia. Do you know how many times Russia was invaded through Ukraine in its modern history (after Peter the Great)? They have been invaded via that border three times to great human cost in the Napoleonic War, WWI, and WWII. After the Cold War finished, they were promised by the U.S. that NATO, a military alliance devoted to the USSR's defeat, would not expand one inch eastward past Berlin. NATO's memebership has almost doubled since then with Ukraine looking to join since the U.S. intervened there to broker the transition to a pro-Western government after the 2014 Euromaiden coup. Don't they have legitimate geostrategic concerns? The U.S., which was never invaded by Cuba, almost threatened nuclear war in 1962 with the Cuban Missle Crisis, because the Soviets reached an agreement with the Cuban government, to place IBMs there pointed at Washington. Why should Putin be held to a higher standard than a U.S. President?

      It's informative if you only get your news from RT. It's funny how he frames the Georgian war. They saw the writing on the wall. They didn't want a brutal, genocidal dictator (Chechnya) or an impotent thug (Belarus) running their country to the Kremlin's benefit. And you wonder why Crimea is mostly Russian? Look up Holodomor. They changed the official language to Ukrainian but anyone is still allowed to freely express themselves and do business in Russian. They expelled Russian TV/radio from their country because it's all propoganda. Ukraine has very valid reasons for doing what it did. Just because Putin wants it doesn't mean he should get it. How many times in this lecture does this clown say "Putin didn't start this problem, he WARNED the West what would happen if NATO expanded." So just because Putin wants it he should have it? What the hell is the point of NATO if it's not willing to incorporate and protect capitalist democracies that want to be a part of it? Parliament voted the PM out and people protested, democracy worked, but not for Putin. Ukraine should be a free country, they should be able to do what they want.

      Just because the US has made foreign policy blunders in the past, does not excuse Russia from plutonium poisoning journalists and locking up political adversaries. In this way you can see a clear distinction between the US in conflicts such as Vietnam and Russia invading Ukraine, the U.S. may have been committing atrocities, but it was not locking up people who were against the war, whilst Russia is. Nor was the US annexing territories, while Russia is . We can say that we do have a moral authority to intervene in Ukraine, while recognizing that the US has made mistakes as well.

Thinking they were going to fold over and become a liberal democracy allied of the west just because they enjoy making money and having nice things...that is conservative hubris.
      On regards to Clinton no one can deny he made the economy crank and we had a very good 8 years of prosperity although during that time inequality soared. Low taxes meant less money for education, infrastructure, welfare, non existent worker retraining after most manufacturing moved to China thus white blue collar polarization of today in the 🇺🇸 . Nevertheless, don't forget the republican obstruction by newt Gingrich and his Republicans who pushed the Clinton administration to the right. Hillary was trying to get universal Healthcare done but wasn't allowed by Republicans.
      On regards to foreign policy after the end of the cold war Americans wanted their president to focus internally and he did.
      Big mistake but voters get the consequences of their desires.

      Ukraine until 2014 was a thoroughly divided country with a large russian population in the East and the South.
      Just check the results of the presidential elections of 2004 and 2010, you can see the division btw west and the southeast.

      @@kameradetoren2741 I don't see what Kissinger has in common with Maersheimer. I think HK did advise that Ukraine should relinquish some territory to Russia. JM realizes that Ukraine is unlikely to do any such thing. HK favored American policy based on arrogance. JM sees the tragic consequences of that. They're not similar men. Not at all.
      Very recently (4/23) HK advised making Ukraine part of NATO. JM consistently has said the opposite.

      Are you serious? He said Putin was much smarter than to return post-Soviet countries and now what? Did he stop invading Ukraine since this speech?       Moving forward. Professor mentioned that the US and Russia will be allies against China. And now what? Russia and China are against the US.

      well, the problem is still the same. I think what he failed to mention, which is perhaps what the West never considers (because it's of no importance to it), is the hatred Eastern Europeans have for Russia historically. I mean, he touched on it with the mention of WWII but it is deeper than that. So with that hate, it's no wonder people can't behave rationally and accept that, basically, in the grand scheme of things, their countries don't matter. I myself can only admit that because I no longer live there.

      It would be a chance for Ukraine if the Russians came to invade this country to free them from American influence and misery. FYI before the Maidan coup it took 9 grivna for 1 euro today it's 30 grivna for 1 euro. the basic pension went from 150 euros to 44 euros. since 2014 the GDP has collapsed by 20%. prices in stores have doubled. Because obviously the Americans and Europeans have ousted many cheap products from the former Soviet countries (EEU). And now they sell American or European products in Ukraine at prices that penalize the purchasing power of Ukrainians. Everyone is stuffing themselves, the big brands, the GAF AS, the arms dealers, etc., but the Ukrainians are morfling.
      For 30 years Ukrainians have been voting for pro-Russian candidates. the pro-Europeans only took power through coups. (2004 Orange Revolution and 2014 Maidan) FYI after the Orange Revolution the Ukrainians voted again for a pro-Russian president. Just before the Maidan coup, the pro-European candidates had a total of less than 13% in the presidential elections. (Yatséniouk 6.96% Lushchenko 5.45%) today they no longer have any choice apart from Boiko who has the charisma of Phillipe Poutou. so in order not to vote for a pro American they voted for the comic actor (which comes to the same thing) if there was a real serious pro Russian candidate today he would win the elections
      Conclusion the Ukrainian people are mostly pro Russian let them live in peace colonialism is over and not only in Africa

      Crazy thing, but Russians have been saying the same all these years as well, warning it will go out of hand eventually and the consequences could put the whole global security at huge risk.
      Yet not a single of so called independent mainstream media would give Russians a platform to have a discussion. They all just resorted to blaming Russia for everything, ignoring everything it had to say.
      And the West is only pouring more and more fuel into the fire, taunting Russia, saying it can only bluff.
      It's as if the West wants a full scale nuclear war.

      @@aryzen2781 If you read the transcript of the Nuland call, she actually wanted Yanukovych to stay in office, and set up a power-sharing arrangement with Yatsenyuk, forcing Poroshenko to the sidelines. She utterly failed, as Yanukovych ran to Russia and Poroshenko was elected. So, no, she tried to get the exact opposite of what really happened. I'm surprised this misinterpretation is still being circulated.

    As an American living in Asia for the majority of my life, I often hear US congressmen speak on Asia. I cannot express my compete sense of bewilderment and horror when one of them gets on a soapbox and demonstrates profound ignorance of even the basics. I often puzzle whether it is true deep ignorance or they are speaking to a domestic audience so they need to appear ignorant. Perhaps they are playing game I do not understand, but starting from statements that are easily challenged creates another set of questions. The lack of any real understanding is often so remarkable that it perfectly aims them at some sort of geopolitical car crash without offering a map to a perceivable goal.

      You are partially correct. Then again, not all Asian countries are the same, and neither should they be approached similarly. China has broken all rules of international convention. Through debt diplomacy or sheer force, they are grabbing land and establishing bases from Sri Lanka to Papua New Guinea. When you are dealing with a country like that, maybe the words don't matter.

      What about when he said "Russia isn't going to invade Ukraine"? I fail to see how this problem is the USA's fault. Russia's government is expansionist, and wants to reclaim all of their key lost territory. Ukraine was an important economic powerhouse for USSR. The oil in the Black Sea, as well as the untouched natural gas reserves on the mainland, are a threat to Russia as the oil/natural gas power in Europe.
      The USA got involved with Ukraine because they knew Russia wanted it, not the other way around.

    That's a relevant topic even nowadays. People blatantly shouting Russia to back off don't understand true depth of the crisis. It was a combination of many negative factors and it has to be solved through complex coordination that we can't reach right now. I wish it ended as soon as possible.

    Very good lecture to put the current Ukrainian crisis into perspective. One thing that I would disagree with is that the US topples regimes and puts democratically elected leaders in their place. US supports Saudi Arabia, an absolute Monarchy. 2. USA backed coups in Iran and multiple countries in South America against democratically elected leaders who would not allow corporations to control their national resources. I.E countries who fought against neo colonialism.

      Base on your picks. I can see that none of these countries you said that america support without the promotion of democracy are a country that are in a huge political and military crisis. they are politically pretty stable to a certain standard (That standard being the government are within an agreeable postion toward the united states already and that it is still functioning) and one also function as a frontline and do not forget that one of these are a source of a lots and lot of oil like Saudi Arabia and Saudi Arabia is a very stable and a rich nation so you can say that Saudi Arabia is a privileged nation at best and you will want them to be on your side so that they keep their oil flows to you. But then we see in the country that are in crisis like Afghanistan, Syria, and Iran and we will see a completly different picture. Especially with iran being Drone attacked even without having an official war with the U.S.
      When it comes to Countries that are in a crisis like these, promoting a democratic govenment is a common pattern of U.S intervention, Not that it always happen but it is very likely to happen so a few exception and what aboutism doesn't count because during a time of crisis what really matters are what are the most probable scenarios, not the very few exception. Right now we see that the U.S are in a country in a crisis: Ukraine, that is fighting an authoritarian nation. So a very realistic and reasonable to suspect that they might bring a democratic promotion there as well.. and along with their weaponary to threatens the Russian both in politics and military points of view.

      @@jackfrosty4674 Nation are corporation of just of a different porpotion. Whether if these corporation suit the needs and necessity of their worker and clients and whether or not these corporation business practice is agreeable is a different matter entirely.
      However, When a corporation falls, its mostly due to its employee or their leadership fault. Mistakes and faults happens when the worker and leadership lacks skills necessary to run it or by not being able to understand their clients demand. Which is why most corporation today recruits younger people each day. Unfortunately, for a nation, they cant recruit younger people everyday due to bureucracy problems and the fact that not many are willing to pursue the career in this path so it is forced to run with a very aging leadership.
      Well what i'm saying basically, the reason why government are getting very detached from the people are because the people today did not want to be involved in legitimate politics where laws and policies are actually being made and prefer to stay using populism as a means to get to their goal which always cause chaos first then result later.
      Since so many discredit the legislative body and politician in general, no wonder nobody wants to associate with them. But still, it is one of the very few position where you can actually make a change in the country. If that postion goes to a someone who only sees oppotunity then you will be in trouble but since not many seems to realize this, it seems that it is inevitable that countries will be run by opportunitist which is why democracy starts to fall when the people did not have any interest to govern their own nation and leaves it to the aging politicians instead.

    The expert didn't explained well the events of November 2013 with association UA and EU. Russia was against because they had already have a trade association with UA with no customs control. And by the trade association with EU and UA, Russian market would stay unprotected.

      There are a few things I noticed that clash with Mearsheimer's analysis. The main one being Putin's whole "Ukraine doesn't exist, it's a fake country, they're all just Russians who forgot how to be Russian" spiel (I'm paraphrasing). It simply doesn't fit at all with John's points about Nationalism and spheres of influence.

    12:48 Tremendous lecture, and particularly relevant given recent events, but it really has to be said whenever this conversation is being had- if for no other reason than in the interest of pursuing the truth of the matter- that America's geo-political strategies and rationale have absolutely nothing whatsoever to do with the proliferation of democracy. If they can manage to cobble together an election with their boys in one corner and controlled opposition of some sort in the other, fine- it's good press after all and can serve as further justification for expansion down the road- but that isn't the principal motive. What they are installing are not democracies, but allies. Whether those allies take the form of liberal democrats or an outright, unapologetic military dictatorship is immaterial. Furthermore wether or not the people being overthrown arrived at their position democratically is of equal unimportance.They want places to extract vast quantities of wealth, strictly on their terms, with no fight back of any kind. It's truly that simple. Any attempt to obfuscate that basic truth only serves to muddy the water and allows for broad support of a fundamentally imperialistic foreign policy under the mistaken impression that they are acting in service of the liberation of mankind from the thralls of despotism.

      This is exactly my thoughts while watching that part. I'm only on 25th minute of this video, but a part about "installing democracy" was the most disturbing to watch so far. The second disturbing part was a simplistic approach to explaining what actions in western Ukraine led to uprisings in eastern Ukraine.

Definitely praised the lecture prematurely. He was correct insofar as he's right that the West fomented the current crisis in Ukraine, and his observations about the strategic significance of Ukraine were pretty good, but that's about it.       It was not always going to happen, but it is important that you believe this, so the war to come is seen as inevitable and justified; that is why you are seeing this lecture. I have no particular interest in this, and yet the UA-cam algorithms - which are meant to only follow my interests - have insured this lecture has been popping up endlessly in my feed, so I too come to the belief just as you that this planned war is inevitable.

For this to have any sort of peaceful resolution, either Russia or Ukraine/NATO must cede. It's painfully obvious that those "red lines" are very, very far apart. If this does blow out into a full-on war, the US will be dragged into it, make no mistake about that.

      ​@@apram099what he meant in conclusion is that Ukraine is a very divided country and the entire conflict between Russia and Ukraine over Crimea and now the recent invasion of Ukraine on February 2022 is due to the expansion of idea of NATO/EU to Ukraine. Russia considers Ukraine to be a strategically important country for their own security. Russia warned NATO expansion towards eastern Europe but the US kept on pushing the expansion of NATO. This created a direct threat to Russia's core security and that's why Russia decided to destroy Ukraine for Ukraine to be not a part of NATO. When a country's security is at risk, it will do anything on its power to keep it safe. As he concluded, Ukraine is not a strategically important country for the US but for Russia it is. The US should be worrying about increasing China's global dominance. He concludes by saying Ukraine should be made a neutral state between the west and Russia. It's best for all 3 countries. Well I could write more but I'm really bored.

    I always say to people who don't understand why Russia is, or would be against the expansion of NATO to it's borders to ask themselves how they would've felt if Canada joined the Warsaw Pact during the Cold War.

      USA almost went "balllistic" in 1962 when the USSR put missiles in Cuba. NATO has conducted war games practically on Russia's border in Baltic NATO member states.

      But that's the whole thing. Canada would never have wanted to join the Warsaw Pact of russian conc entration camps. Russia is a country of s la very and no other country wants to join it. Ukraine is a European country of freemen, just like Canada. Russia is very afraid of freedom and freemen. But it can't do anything about Ukraine. The Ukranians have forced putin on his kn ees and keep russians in a gut ter where they belong. There is nothing wrong about it!

    this professor is amazing, not only calling it as it is, but providing the excellent points, and showing or explaining how it’s relevant, and the right thing that should have been done. you get everything from this lecture. it’s a sign of a good teacher.

    Very interesting lecture. I’ve never heard of John Mearsheimer before this. Sounds like a wise man here. I wonder if he’d still be saying these same things now? I’d like to hear him now. He’s only 74 and I’m sure still with it enough for at least a discussion. Love to hear from him now.

      @@peterwuwei3297 Well to be fair, the US is talking up an invasion on Russia's part of Ukraine. The Ukrainian people obviously do not want that otherwise we would not be in this situation. In fact, it would be easier for the US and the EU if the Ukrainian people decided tomorrow that they do in fact want to be part of Russia. Wouldn't that be great? This whole crisis would go away.

    The best way of dealing with a bratty kid is to give them what they want to avoid a tantrum. Works every time. And the next time. And the time after that. You should also allow them to bite and kick their siblings. Preventing them will lead to another tantrum, and that should be avoided at all costs. Same goes if they steal their siblings toys. Keep on appeasing, it will definitely turn out for the best.
