If you pick up the "VOL" icon (at 1:57), you get the ability to pause the game and hit SEL to pick a wing you want.

Why you didn't get the first secret power?

Because collecting it would have made hitting the Level Skip much more difficult as its shield will instantly kill the Level Skip on contact (and this video was to show all the Level Skips)
