Fact check: The music heard at 0:20 is the US Artillery March, an, obviously, American military song. It could mean one of two things:
    1. The song is heard because of radio waves overlapping with each other (which is the more likely case)
    2. The Germans only had this song to use to try to disrupt the French broadcast of the anthem, so they decided to play it (which is the less likely case)
Occasionally as well, especially towards the start of the anthem, voices can be heard in the background. This is most likely the Germans trying to interrupt the broadcast, not the US Artillery March playing in the background. Again, unlikely, but still could be a German attempt at interference. So while some German attempts to hijack the radio signal playing La Marseillaise are present, they're (most likely) not trying to play one of their own songs (HWL for example) over La Marseillaise.

When I first heard it just almost a month ago, it kinda shocked me and even send shivers in my whole body. Imagine you are being there in the middle of the battle, while the Blitzkrieg of Germany is destroying the countries of Europe. And the last thing you will hear is the sound of an/your anthem to encourage the people to keep fighting until the very end. It's a real life dreadful moments to the people of Europe. When I show to my niece and make her listen to it, because she loves to watch and hear old and raw footages of WWII because it fascinates her, she as well gets creep out. It even gotten to the point that she herself doesn't want to hear it anymore, or even dared to hear any footages of the last radio broadcasts of every countries before their occupation. It really creeps her out. Well I can't blame her.

Germany tried to trick the French into thinking the USA was trying to enter the broadcast, but ultimately failed as Radio-Paris’ station quickly raised the volume. Source: My great-grandfather was in France during this time, and told my grandfather which then told me about it. He was stationed in a French army camp, tuning into the jolly music. He could moreover clearly hear the German interference, but couldn’t make out most of the words due to the French song overturning the interference. He only could uncrypt the following: “Hello, Hello? [how do] you [work] this [th]ing?” Before they tuned in the Artillery March, to again, trick them.

If France had a last message this is what it could have said, please note I don't speak French so it will be in English.
      Hello, this is France calling!
The Germans have broke into our capital Paris this morning, we need your aid to drive them away so we can have peace for us all!
Citizens! Think positive, for we will bring up a resistance army to help free France again from tyranny!
Caution! The radio station is going to be German in a few moments after our national anthem, and they will spread lies instead of facts, so please don't listen to them!
We will never surrender, and we will always have Paris!
We will march on until the German's impure blood fills the streets!
      Long Live France!
      (Cue La Marseillaise)
