But many of Talona citizen follows the Military order and stays, some if not every able Man and Woman even joining the defense of Talona as Partisans or Irregular Militia (Civil Guard), it also included the Talona Police Department. Talona as the broadcast suggest, is Aquila's last stand, theres no other strategic position or cities besides it, so defending it would be as important as Volucris, but maybe in smaller scale.
It’s canon that Volucris itself has already fallen and Talona is basically the only city left. Although It is said that Aquilia could’ve retreated North there’s still the small issue with Aquilias air force having been destroyed with the change that their retreat would turn into a massacre civilian and military. @Z5-XB Volucris is around the center of Aquila, so it was captured before Talona. I think the devs decided to set the map in Talona because it's one of their development philosophies to never put you in an important battle to really make you feel like you're just a cog in the war machine.
