Grindelwald was so much more compelling as a villain than Voldemort. And far more deadly. Voldemort was transparently evil and cruel, whereas Grindelwald hid his more vile tendencies and lured in followers from all walks of life.

Well, at the very beginning, when he was young and handsome, Voldemort did the same as Grindelwald. I guess losing your nose, hair and your skin pigmentation leaves you few options but being outright ruthless.
Grindelwald is definitely better than Voldemort as a leader of evil wizards.
