You have to pull lowering wheel from under the vehicle while rotating the tool. After you’ve pulled hold the thingy that carries the wheel, once it’s released it instantly runs to beneath the bus. The point is the rope twists like a spring, as it rests down there for ages. Awfully awkward after all

Put a small carpet on the ground and beneath the vehicle, get down there and see what happened there. Most likely the rope twisted. Then you pull the rope, while your assistant rotates tool back and forth.
