Yup. I own a couple of the Smart Dolls and I love them. They are a bit more affordable than the licensed character Dollfie Dreams, and there are no lotteries involved since the Smart Dolls aren't limited. :)

Some collectors treat the dolls as their stock character, so they would be wearing the outfits that they come with (or other character outfits that Volks releases). I tend to collect specific dolls because I like their face sculpts and I change their outfits up every few weeks. Having regular doll meets to attend helps too since we sometime have outfit themes so that we can get creative with what they wear ;)
