It's a show of love for the Simpsons in its prime and their self-deprecating writers. No one actually cares about the mistake especially when realistically, that other train would have obliterated the family.

They could have just used careful camera angles to hide the second track, but they didn't. Also, why would he stop the car if they were trying to escape from that cop?

Apparently this episode is considered one of the worst episodes, mainly because too much happens in the same episode. There's the whole spring break thing, then they kill an alligator, then they run, then there's the whole restaurant thing where "I like that", and of course, you have this scene...

That actually isn’t that surprising. After all Homer is known to not be very intelligent or smart so he probably doesn’t know about Operation Livesaver. I myself know very well about Operation Livesaver and what it is about as I have seen many of their safety videos on UA-cam. In fact I am even planning on eventually joining their organization as I am a big fan of it.
